Indian utilities eye state subsidies to clean up their act

Indian thermal power producers who generate 78% of the nation's power, are petitioning the government for funds to defray the costs of implementing new emissions guidelines. State-run NTPC suggests it will need $8 billion for upgrades at its 28 coal-fired plants.
