As Puerto Rico slowly rebuilds from the tragic devastation caused by the September 2017 hurricanes, there is growing concern about the state of confusion and lack of transparency in its future energy infrastructure development policy – issues that prevent it from benefitting from the same low cost of capital that other US jurisdictions enjoy.
